MAIN PURPOSE: Project Officer will provide professional technical assistance and support for the project design, planning, implementation, monitoring, evaluation, and administration of the project activities, including data analysis, collection of health and nutrition data, progress reporting, knowledge networking, and capacity building, in support of the achievement of planned objectives of the work plan, aligned with Health & Nutrition program goals and strategy, as well as supervision of community health workers, contributing to overall health and nutrition program.
Duties and responsibilities:
Implementation and Monitoring Field Work:
- Management and overseeing emergency health and nutrition interventions in the field
- Provide technical support and guidance to the project team and field coordinators in all aspects related to health and nutrition interventions.
- Ensure that all health and nutrition interventions and training activities meet the requirements and adhere to the principles and objectives of the project, as well as the policies of the organization and donors.
- Ensure that field report formats are correctly used, and all reports are submitted on time. Follow up on reports, provide support in case of issues, and mentor field staff to improve reporting quality over time.
- Identify when technical support is required in various areas such as sectoral expertise, logistics, finance, reporting, and M&E. Coordinate with relevant teams or individuals to provide the necessary support.
- Collaborate closely with field teams to determine the operational needs of health and nutrition interventions. Plan and follow up on the procurement of supplies and develop a distribution plan for their delivery to healthcare facilities (HFs).
- Maintain close contact and coordination with the State Health Office (SHO) and Locality Health Office (LHO) to align project activities with local health and nutrition priorities and guidelines.
- Provide hands-on training, capacity building, support, and feedback to project staff. Ensure that they have the necessary skills and knowledge to implement health and nutrition interventions effectively.
- Conduct regular follow-up field visits to ensure the proper implementation of project activities.
- Facilitate and monitor fieldwork in targeted areas, assessing progress, and addressing any challenges or issues that arise.
- Contribute to the development of weekly and monthly plans for health and nutrition activities.
- Maintain detailed records and up-to-date paperwork, following agreed-upon formats.
- Prepare monthly progress reports analyzing health and nutrition activities in healthcare facilities (HFs).
- Assist the project manager in planning and following up on procurement of supplies and stationery required for project activities.
- Prepare technical and financial plans for training sessions and manage any associated payments.
- Contribute to monitoring, evaluating and documenting progress of program implementation against indicators are being followed as overall program management progress monitoring and of each project separately against project proposals and logical frameworks.
- Inform the manager about activity progress, highlighting any recommendations for course correction if necessary.
- Follow up with pharmacists to closely monitor the drug disposal process, drug prescriptions and drug inventory.
- Facilitate admission procedures for patients referred from destination hospitals, providing assistance in case of problems and ensuring regular follow-up of cases during their stay in the referral hospital to ensure quality care.
- Ensure that the organization’s policies and procedures are adhered to adequately throughout the project implementation.
- Carry out any other responsibilities as requested by the project manager.
- Develop and implement work plans, recruitment strategies, monitoring systems, and training programs.
Capacity Building:
- Provide capacity-building support to HF staff, (and others as requested) and encourage HF staff.
- Prepare, coordinate, and participate in all in-house professional development activities, meetings, and planning sessions
- Participate in activities relevant to the project as per approval by the Health Program Manager.
Other Office duties:
- Develop and organize all data, files, and documents.
- Demonstrate gender sensitivity and show support and respect to all Team members.
- Responsible for the confidentiality and security of data, documents, and resources
Minimum Qualification, Skills and Experience Required:
- Bachelor’s degree of medical doctor or university degree in a related field or its equivalent (Public Health /Medical / paramedical /Other health-related profession)
- 3 years of experience in developing and implementing health and nutrition projects
- Strong English language speaking and writing abilities.
- Proven experience in designing, implementing, and monitoring health and nutrition activities.
- Strong knowledge of health and nutrition policies, guidelines, and best practices.
- Familiarity with humanitarian operations, coordination structures, and the mandates of donors and other NGOs
- Experience in conducting training sessions and capacity-building activities.
- Excellent analytical and problem-solving skills and making decisions quickly and independently.
- Strong communication and interpersonal skills.
- Ability to work effectively in a team and collaborate with diverse stakeholders.
- Good organizational and time management skills and resourcefulness with strong attention to detail.
- Extremely flexible and have the ability to cope with stressful situations.
Core Humanitarian Standards (CHS): The role holder is required to carry out the duties in adherence to the Core Humanitarian Standards, the values and principles outlined in BFD’s policies such as Code of Conduct, Prevention of Sexual Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, Anti-Retaliation, and other internal policies and guidelines.
