Background Information – Sudan

The UNOPS Sudan office is based in Khartoum (temporarily in Port Sudan) and works closely with the Government of Sudan and international partners to support humanitarian response, recovery, and development initiatives. UNOPS is the United Nations sector lead for the Basic Infrastructure Sector in Sudan and helps partners achieve their project goals in sectors including water resource management, education, census and elections, human resource management, and mine action.

Under direct supervision and overall guidance of the Project Manager, the Associate Civil  Engineer is required to perform the following specific duties and responsibilities ensuring their effectiveness, transparency, and integrity:

  • Responsible for day-to-day coordination with the contractors and suppliers according to the needs and requirements on site.
  • Inspects and reports on the Contractor’s works in progress ensuring that the Contractor meets the high quality standards expected by UNOPS.
  • Checks Contractor’s set out and works, including compliance with Contract Specifications, and ensures that contractors comply with their work plans to complete work within a specified time frame.
  • Provides support and technical guidance to the contractor and assists in resolving site problems, as necessary.
  • Attends daily the project site(s) to monitor the progress of works, identifies the existing problems, and provides appropriate solutions through the application of sound engineering standards in consultation with the Project Manager.
  • Responsible for the preparation of progress reports on construction activities, according to the agreed timeframe of works, and submission of such every week to the Project Manager.
  • Responsible for supervision of technical staff assigned to the project, and the assignment and monitoring of duties during the progress of works.
  • Responsible for the preparation and verification of a database for the available materials shipped to the project, schedules of the labor force, and monitoring of the quality of such during the progress of works.
  • Assesses the work activities of contractor/s, measures completed work, and makes recommendations to designated UNOPS project manager for progress payments to contractors.
  • Maintain records; compile periodic reports and any specific reports required by UNOPS standard procedures.
  • Coordinates between Contractor/s and UNOPS.
  • Evaluate and assess work schedules and programs, including the comparison with the schedule baselines, and report to the Project Manager accordingly.
  • Checks all laboratory reports, and operation and maintenance manuals, and keeps records and reports to the Project Manager accordingly.
  • Checks verifies, and approves the interim payments submitted by the Contractor/s and submits detailed reports to the Project manager.
  • Assesses and reports on the project closing plans, archiving cost and progress reports, and hands over all related reports to the Project Manager.
  • Performs other related duties as required by the Project  Manager.

The effective and successful achievement of results by the Associate Civil  Engineer directly impacts the successful delivery of the project on time, budget, and quality to the expectations of all stakeholders.  This consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.

Education:A minimum of six (6) years of relevant working experience in Civil & Structural Engineering Design and/or rehabilitation and construction of new health buildings or similar buildings is required.

A minimum of two (2) years of experience in using Microsoft Project or Primavera is required.

Experience in using the following Design software, Robot, Revit, MasterSeries, AutoCAD, AutoCAD, Civil 3D, Etabs, Prokon, CADS RC and Excel spreadsheets is desired.
