A Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer manages information and reporting processes and products to ensure professional, high-quality communication in MTI’s activities and results. Improving information management and data quality, and strengthening knowledge sharing and learning across the organization. MEAL Officer with the supervision of the Medical Coordinator administratively  & MEAL Manager Technically to apply full-cycle monitoring and evaluation of programs, developing appropriate methodologies and tools to design evaluations. He/She will lead the rollout and manage MEAL tools as per commitments of Medical Teams International. S/he will support all technical aspects and actions of MEAL regarding the Health & Nutrition sector; respond to program needs; and foster ambitious standards and practices for quality data collection, analysis, and reports. Enable accountability to clients, partners, and donors; Implement and support MEAL system and approaches in your areas of expertise and foster learning; Represent MTI at relevant technical meetings.

Accountability and Monitoring Systems

  • Develop and/or update M&E tools, databases, and monthly reporting formats in close collaboration with the MEAL Manager / sectoral managers or focal points.
  • Support the staff in mobile data collection; using Kobo Collect, CommCare and the MTI apps to collect and analyze data.
  • Conduct data audits and analysis to ensure high-quality data, compile a report with relevant indicator data per grant, showing targets versus actuals and an action plan and send this to the Medical Coordinator, MEAL Manager, and Technical Managers and Coordinators monthly.
  • Beneficiary counting: a quarterly gender and age disaggregated overview per grant per sector should be provided.
  • Advise staff on data management and storage to field staff, in collaboration with IT.
  • Manage the development of effective and sustainable feedback mechanisms to MTI from program beneficiaries/stakeholders.
  • Contribute to the rollout of MTI global strategic initiatives related to measurement and accountability and enable reporting against MTI global standards and requirements.
  • Support the HIS Officers/Assistants in ensuring that project data entered into the databases is accurate, complete, and entered on time.
  • Develop Performance Indicator Tracking Table (IPTT) tools and generate indicator reports aligned with internal and donor requirements to demonstrate the effectiveness of project interventions and ensure compliance with project plans.
  • Carry out regular field monitoring of program interventions and produce monitoring reports on the given format, conduct debrief sessions with relevant program staff and develop an agreed action plan. 
  • To assist in planning and implementation of baseline surveys, monitoring and evaluation exercises and impact assessments when needed.

Assessment, Learning, and Documentation

  • Ensure relevant, timely, and quality support to the field office on assessments and evaluations, i.e., support in developing the survey tools, data analysis and report writing.
  • Attend and participate in semi-annual meetings with other MEAL Officers, and the MEAL Manager on project monitoring and learning updates, achievements, and challenges.
  • Provide documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities.
  • Track and ensure organized, comprehensive electronic filing of documented findings/analyses.
  • When appropriate/applicable, facilitate and participate in information-sharing opportunities among MTI offices/partners/donors under the supervision of the MEAL manager.
  • Support the Medical Coordinator to establish and managing Complaint and Feedback Mechanisms which facilitates beneficiaries/ communities to register complaints and share feedback, provide program staff with analysis if feedback trends for program learning and improvement as well capacity building of partner organizations on this theme.
  • Assist in the follow-up on Commcare system implementation and development in the applied areas.
  • Ensure that the MTI quarterly abbreviated balanced scorecard is conducted in each health facility and reports prepared and timely shared. 
  • Assist the program in maintaining complaints, feedback tracking database, and analyze the feedback trends with program staff for program learning

EDUCATION, LICENSES, & CERTIFICATIONS                                                                                                                

  • Bachelor’s degree or equivalent in Statistics, Demography, Development Studies, Project Management, Monitoring and Evaluation, Public health, and related fields.
  • Post-graduate training in monitoring and evaluation or related fields is preferred.

EXPERIENCE                                                                                                                                                                      

  • At least two-three years of experience in monitoring and evaluation, Accountability and  Learning with experience in formulation of M&E frameworks, tracking project milestones, data collection and analysis.
  • Familiar with DHIS, IRHIS, IPTT, and other data tools
  • Experience with data analysis software e.g., CommCare and Power Bi, 
  • Possess basic technical knowledge of MEAL approaches and techniques required. 
  • Good computer skills in MS Office, especially Excel and Word – with experience in writing reports required.
